Marshall caught 15 balls for 217 yards and two TDs the first two games, but has 16 receptions for 161 yards and one touchdown in the past three. That’s caused him to vent some frustration he claims stems from the team’s current slide instead of his own recent lack of production. The Bears have been outscored 50-20 in the first half of the last two contests. “Sometimes the formula may go to me, sometimes it doesn’t. Whatever’s best for the team to win, that’s what we need to do,” said Marshall, who has a TD on Sunday but was held to season lows of four receptions and 30 yards. “I’m always going to be frustrated when our offense isn’t No. 1 in the league. I’m always going to be frustrated when we’re losing.” The Bears held New Orleans to a season-low 347 yards but failed to force a turnover for the first time in 11 games. Chicago is third in the league with 14 takeaways, while New York’s 20 turnovers are the most in the NFL. Manning is 2-1 against the Bears despite completing 53.9 percent of his passes with one TD and four picks. Teammate Hakeem Nicks had nine receptions for 142 yards last week. He had eight for 110 against the Bears in 2010. Copyright 2013 by STATS LLC. Any commercial use or distribution without the express written consent of STATS LLC is strictly prohibited.

The order by U.S. Magistrate Judge Joseph Spero came during a brief court hearing in San Francisco for Ross Ulbricht. Federal authorities in New York have charged Ulbricht with three felonies related to the operation of the website. Ulbricht’s attorney, public defender Brandon LeBlanc, has denied the charges. Silk Road gained widespread notoriety two years ago as a black market bazaar where visitors could buy and sell drugs using bitcoins, a form of online cash. A so-called hidden site, Silk Road used an online tool known as Tor to mask the location of its servers. Ulbricht agreed to remain in custody. Authorities have said Ulbricht operated the website under various aliases, including “Dread Pirate Roberts”.
Hagler in Manhattan blocked the plan in a ruling dated today, saying the commission exceeded its authority under the city charter by requiring the purchase of a specific vehicle. TLC Authority If the TLC was vested with the authority to contract for the medallion owners with third party vendors, the TLC may, for instance, also have the authority to mandate the purchase of special insurance from a particular insurance company or even to purchase a more efficient fuel from a designated vendor at pre-determined prices, Hagler said. The decision is fundamentally wrong, because it was within the commissions authority to authorize the Taxi of Tomorrow, Michael A. Cardozo, New York corporation counsel, said in a statement. The city intends to appeal immediately, he said. Aside from its being by far the safest taxicab ever designed, the NV200 has superior legroom, a panoramic roof and a host of other comforts and amenities, Taxi and Limousine Commissioner David Yassky said in a statement. We remain committed to bringing it to the riding public. The Taxi of Tomorrow program is a plan by Mayor Michael Bloomberg s administration to standardize and expand the citys fleet of 13,237 yellow cabs with 15,237 yellow vans built by Nissan, of which more than 2,000 would be accessible for wheelchairs. The mayor is founder and majority owner of Bloomberg News parent Bloomberg LP. $1 Billion Revenue The Nissans, already being made, were to hit the streets Oct. 28. The program was slated to bring in more than $1 billion in revenue to the city. We are disappointed in the courts decision, but it will not prevent our plan to start upgrading the NYC taxi fleet with the Nissan Taxi of Tomorrow at the end of the month, Travis Parman, a U.S. spokesman for Yokohama, Japan-based Nissan, said in an e-mail. We are evaluating options for next steps regarding the exclusivity contract. The other part of the program is a fleet of green cabs that riders could hail in underserved areas of the city, including northern Manhattan and the boroughs of Brooklyn , Queens, Staten Island and the Bronx. Those cars have been on the streets since August.

Charles Schumer (D-N.Y.) said Monday he thinks House Speaker John Boehner (R-Ohio) will fold before the nation reaches its debt ceiling on Oct. 17. Related Stories Why the Debt Ceiling Is a Better Fight Than the Continuing Resolution for the GOP New York Sen. Chuck Schumer insisted Monday that House Republicans would back down from their demands to link Obamacare restrictions to keeping the government funded before the country reaches its borrowing limit later this month. Let me make a prediction, Schumer said Monday on CNN. When we get close to debt ceiling, ( House Speaker John Boehner ) will have to break with the tea party.
